His offer: Enter into an agreement with the Michigan Department of Education to turn around the chronically failing schools — an agreement that allows the districts to retain control of the schools. In exchange?”Once an agreement is reached, the School Reform Office (SRO) has agreed to delay any next level of accountability actions in order to give the partnership model an opportunity to be successful.”
